A man is walking his dog down a Vice City sidewalk. Jason looks at him a beat too long. The man decides that stare is a challenge, squares up, unclips the leash and sets the dog on him.

Nobody scripted that moment for a trailer. It is how GTA 6’s NPCs are built to behave, and it was one of the clearest things to come out of Edge magazine’s issue 430 cover story, published online on 29 October. Here is what we now know about the people of Leonida, and why they may be the biggest change in the game.

What makes GTA 6 NPCs different from GTA 5?

In older GTA games, pedestrians were mostly crowd filler. Edge describes the old GTA pedestrian as “a kind of moving prop waiting to panic when the player points a gun.” Point a weapon, they run. Bump into them, they shout. Then they forget you.

GTA 6 moves away from that. Edge reports that rather than relying chiefly on procedural systems to assemble interchangeable crowds, Rockstar made Leonida’s NPCs “more individually realised.” The studio art-directed every one of them, creating around 600,000 animations.

For scale, GamesRadar reported in August, citing The New York Times, that GTA 5 had about 55,000 NPC animations and Red Dead Redemption 2 had about 300,000. So GTA 6 roughly doubles Rockstar’s last game and dwarfs GTA 5.

What personality traits do GTA 6 NPCs have?

Edge is clear that looks are “only the surface.” Each pedestrian is assigned personality traits that help decide how they respond to you. According to the preview, those traits take in:

  • Temperament
  • Aggression
  • Where they are
  • What they have seen
  • How you have treated them

The last two matter most. An NPC who watched you start a fight a minute ago may not react the way a fresh face would. Someone you have already pushed around may not give you the benefit of the doubt.

Rob Nelson, co-studio head at Rockstar North, told Edge that building the population meant asking the same questions again and again: “Who’s going to be aggressive? How many people are going to go for a weapon? How many are going to test me?”

That final question is the interesting one. Some of Leonida’s people will not wait for you to make the first move.

Do different parts of Leonida have different people?

Yes. Edge reports that different districts have their own “demographic and professional textures.” In plain terms, the mix of people, jobs and attitudes changes as you move around the state, and so do the likely reactions.

Edge gives an example of how detailed this gets. A single town might be unusually patriotic, have a biker gang that loves the police, and be in the middle of a mayoral race. That flavour then spreads into campaign ads, overheard conversations and characters on the street. “You try to make it feel 360,” Nelson says.

Who built GTA 6’s NPCs?

A dedicated team. Edge reports that Rockstar established an entire Los Angeles-based team of writers, directors and producers devoted to making Leonida’s NPCs feel individual. That is a whole group of people whose job is the folk you walk past, not the main story.

What happened in the dog owner scene?

This is the moment from the demo that shows the system in action. As Edge tells it, the man with the dog decides Jason’s stare is a test. He squares up, then unclips the leash. Nelson, playing as Jason, turns and runs. The dog gives chase, a flock of pigeons bursts into the air, and eventually the dog loses interest and trots back to its owner.

Jason slows down, lights a cigarette and carries on. Across the road, two police officers are cuffing a suspect and have left their vehicles unattended. Nelson sneaks up to one, opens the boot, takes a shotgun and walks off. Edge notes that all of this took about three minutes.

None of it was a mission. It was the world reacting to a player wandering around, and the people in it reacting to each other.

What did the South Park clip show about NPC reactions?

On 28 October, a South Park episode aired a short clip of real GTA 6 gameplay, and the end credits say the footage was courtesy of Rockstar Games. On a packed Vice City beach, a dog does its business and the owner bags it. Jason throws something at the owner, the owner turns to fight, and Jason grabs the bag and hits him with it.

The joke gets the headlines, but the NPC behaviour is the real point. Reports on the clip note that the beachgoer reacts and fights back, and nearby NPCs respond with dialogue. It is a small, silly scene, and it shows people who notice what you do to them.

Edge also describes a related system. Rockstar first built a disgust reaction for one location, then expanded it so other places can provoke it too. When Jason walked into one messy house, he grimaced and recoiled without any scene having been written for it.

How do GTA 6 NPCs and the police work together?

What NPCs see feeds into how the law responds. Edge describes a heat system that tracks what the police know about you: your physical description, what you were wearing, the weapon you carried, whether you had a partner and whether CCTV caught you. If witnesses saw two people, splitting up helps. Change your clothes or ditch the weapon and you are harder to match.

So the people on the street are not just scenery. They are witnesses, and what they saw shapes how hard the world comes after you.

How will GTA 6 NPCs change the way you play?

A few things to expect, based on what Edge describes:

  • Do not assume everyone panics. Some people will run, some will fight back, and some will go for a weapon.
  • Your behaviour carries over. NPCs weigh how you have treated them and what they have seen.
  • Neighbourhoods feel different. A rough district and a quiet suburb will not respond to you the same way.
  • Small moments matter. A long stare, a thrown snack or a bumped shoulder can turn into a scene.

It also means GTA 6 should be fun to just wander. If you like the side of open-world games where you poke at the world to see what happens, Leonida looks built for you.
